Why Does Bigha Size Vary by State? A Complete Guide

The bigha is older than the metric system and older than India's state boundaries. That history is exactly why one word means eight thousand square feet in one place and twenty-seven thousand in another.

The bigha varies because it was never defined against a physical standard. It was defined against local measuring rods, and those rods differed from one revenue survey to the next. State boundaries drawn much later inherited the differences rather than resolving them.

It is a fair question to ask why a country that standardised its currency, its railway gauge and its weights and measures still tolerates a land unit that means one thing in Shimla and something four times larger in Patna. The answer is not administrative neglect. It is that the bigha was never the kind of unit that could be standardised without abolishing it.

It was never tied to a physical standard

Modern units are defined against something invariant. The metre is defined by the speed of light. The acre is defined as 4,840 square yards, and the yard is defined against the metre. Follow any of these definitions back far enough and you reach an object or a constant that does not depend on where you are standing.

The bigha has no such anchor. It was defined operationally: mark out a square whose side is a set number of rod-lengths, and the area you have enclosed is a bigha. That works perfectly well as long as everyone in the district uses the same rod — and it stops working the moment you cross into a district that does not.

The rod itself was often defined in body measures: a certain number of hands, cubits or paces. Those vary between people, let alone between regions. Local revenue administrations settled on a standard rod for their own use, which made the system internally consistent and externally incompatible.

It was a revenue instrument, not a geometry exercise

Land measurement in pre-modern India existed to assess tax. What mattered to a revenue administration was that its own assessments were consistent year to year within its own territory — not that they were comparable with the territory next door, which was frequently under a different administration entirely.

That incentive produced exactly what you would expect. Each system optimised for internal consistency. There was no actor with both the reach and the motive to harmonise across systems, because nobody was taxing across them.

Why this still shows up in the numbers

Most state bigha figures reduce to clean fractions of an acre — exactly 1.6, exactly 2, exactly 2.5, exactly 5. That is a fingerprint of definition rather than estimation: the traditional definitions were in square yards and biswa, and the acre is 4,840 square yards, so the ratios come out neat.

Settlement records froze the differences in place

In the nineteenth and early twentieth centuries, large-scale settlement surveys recorded landholdings across India in enormous detail. These surveys did something consequential: rather than replacing local units, they documented them.

A settlement record that states a holding in bigha, alongside the local conversion to acres, does two things at once. It makes the local unit official, and it fixes the local conversion factor in writing. Whatever fluidity the unit had before, it now had a documented value that could be cited — and different districts had different documented values.

That is why the pattern of variation today follows old revenue divisions more closely than it follows modern state lines. Jharkhand shares Bihar's bigha because it was Bihar until 2000. Chhattisgarh shares Madhya Pradesh's for the same reason. The longer history of the unit traces how those inheritances were passed down.

Why states vary internally too

If the cause were simply that states differ, you would expect each state to be internally uniform. Several are not, and the exceptions are instructive.

  • Uttar Pradesh: the eastern districts and the Lucknow belt use a 20-biswa pucca bigha of 27,225 square feet, while western districts use a 5-biswa bigha of 6,806.25 — a quarter of the size.
  • Uttarakhand: hill districts use 6,806.25 square feet; the plains districts of Haridwar and Udham Singh Nagar use 17,424, two and a half times more.
  • Bihar: the bigha is consistent, but the katha inside it is not — roughly 1,361 square feet near Patna, about 1,901 in Muzaffarpur, about 3,267 in West Champaran.
  • Gujarat: a vigha is 16 guntha in Saurashtra and 20 guntha in parts of the state, which is 17,424 against 21,780 square feet.

In each case the internal boundary is geographic or historical rather than political — hills against plains, one settlement district against another. The state line is not where the measurement changes, which is precisely why quoting a figure by state alone is not always enough.

Why it has not simply been replaced

Official land records in most states are now maintained in metric units. Statutorily, the question is largely settled: hectares and square metres are what the state writes down.

What has not changed is speech. Traditional units survive in listings, negotiations, inheritance discussions and family settlements, because they encode something a hectare does not — a sense of scale that a particular community has calibrated over generations. A farmer who has thought in bigha their whole life has an immediate intuition for what four bigha looks like, and no equivalent intuition for 0.54 hectares.
