The bigha was defined by the length of a measuring rod, standardised regionally under Mughal revenue reform, documented district by district in colonial settlement surveys, and left in place when India went metric. Each stage locked in variation rather than removing it.
The bigha is older than the metre, older than the acre in its modern definition, and older than every state boundary it now varies across. Understanding how it got here explains why it looks so inconsistent — and why nobody has been able to tidy it up.
Origins: the unit was a rod
Before any of the systems described below, land measurement across the subcontinent worked the same way it did nearly everywhere in the pre-modern world. You took a rod, a rope or a chain of an agreed length, laid it out across the field, and counted.
The rod was often defined in body measures — a number of hands, cubits or paces. That made it easy to reproduce approximately and impossible to reproduce exactly. The area enclosed by a set number of rod-lengths squared was a bigha, so the size of the bigha followed directly from the length of the local rod.
This is the root cause of everything that follows. A unit defined by a local artefact varies wherever the artefact does.
Mughal revenue reform and the first standardisation
The most consequential attempt to fix the problem came under Mughal revenue administration in the sixteenth century. Systematic land assessment required systematic measurement, and that meant defining the rod rather than inheriting it.
The reform introduced a standard measuring rod — the gaz — and defined the bigha against it, with a bamboo rod joined by iron rings replacing the knotted rope that had been used before. The rope stretched when wet and slackened when dry, which meant a field could be measured differently in different seasons; the rigid rod removed that.
Why the standardisation did not stick everywhere
Imperial standards applied where imperial revenue administration reached. Regions outside its effective control, and regions incorporated later, kept their own conventions. The standard bigha became one bigha among several rather than the bigha.Settlement surveys wrote the variation down
The nineteenth-century settlement surveys were the largest land measurement exercise the subcontinent had seen. Their purpose was to record who held what and to assess revenue accordingly, and they were extraordinarily thorough.
They also made a decision with lasting consequences: rather than replacing local units, they documented them. A settlement record would state a holding in the local unit and give the local conversion to acres alongside. That was pragmatic — cultivators understood their own units, and forcing a new one would have made the record unusable to the people it described.
The effect was to convert a fluid oral convention into a written, citable figure. Whatever ambiguity a district's bigha had before, it now had a documented value. And because each district documented its own, the variation was preserved in the most durable form available: the official record.
This is why the pattern of variation today tracks old revenue divisions more closely than modern politics. Jharkhand shares Bihar's bigha because it was Bihar until 2000; Chhattisgarh shares Madhya Pradesh's for the same reason. Why bigha size varies by state covers the mechanism in more detail.
Where pucca and kaccha came from
The pucca/kaccha distinction is a direct artefact of this history. Pucca — firm, permanent — described the officially-recorded measure that the revenue administration used. Kaccha — raw, provisional — described the working measure people continued to use among themselves.
Two systems ran in parallel: one for the record and one for the field. Because both were genuinely in use, both survived, and in states like Rajasthan both are still current today with a 56 per cent gap between them.
The metric transition that left it standing
India adopted the metric system in the second half of the twentieth century, and land records followed. Most states now maintain their records in hectares and square metres, and statutorily the question of what a parcel measures is settled without reference to the bigha at all.
What the transition did not do — could not do — was change how people talk about land. A cultivator who has thought in bigha for forty years has a calibrated intuition for what six bigha looks like and none whatsoever for 0.8 hectares. Family settlements, inheritance discussions, neighbourly comparisons and property listings all kept the old units because the old units carry meaning the new ones do not.

The bigha beyond India
The unit travelled with the revenue systems that used it, and the pattern of its spread is a reasonable map of those systems' reach.
- Bangladesh uses a 14,400 square foot bigha divided into 20 katha — identical to West Bengal's, inherited from the same pre-Partition administration.
- Nepal's bigha is 72,900 square feet, larger than an acre and a half, used in the Terai plains alongside the ropani in the hills.
- Fiji retained the bigha through Indian indentured migration, though its use has largely lapsed.
Why it persists
It would be easy to read this history as institutional failure — four opportunities to standardise, four times it did not happen. That is not quite right. At each stage the decision not to impose a single unit was defensible, and often correct: measurement systems that people cannot use are not measurement systems.
What the history does explain is why the conversion problem is permanent rather than temporary. The bigha is not on its way to being standardised. It is a set of local conventions that happen to share a name, and the only workable response is to establish which convention applies before you use a number.
